Red face Weld capacity calculation puzzle

When checking flexible end plates I pull out the SCI Blue book, which gives 0.924kN per mm of 6mm weld as a guide, previously to spotting this used to calculate cross-section, then multiply that by allowable stress to get capacity per mm of weld. Dividing factored force by this number gave minimum length of weld needed, so always doubled it as weld is cheap.

Looking at this typical end plate extract, I confess to being lost:-

Check 2: Capacity of welds connecting end plate to supported beam web
Use 6mm fillet welds a = 0.7s = 4.2mm
Effective weld length, lwe = 2 x (250 - 2 x 6) = 476mm
Weld capacity = 220 x 476 x 4.2/1000 = 439.8 kN OK

Does this last line just ignore the cross-section sums and shows 'a' (presumably area) = 0.7s = 4.2mm? I want to be able to clarify so a note would be great when convenient sir?

Apologies for the delayed response. 'a' is the weld throat dimension(0.7 x the weld size for members welded at right angles). The total weld area in shear is this multiplied by the effective weld length, x 220N/mm2 to get the weld capacity.
